Somalia: UN debates bolstering African Union peacekeeping

The UN Security Council weighed proposals Wednesday to bolster the African Union's capacity to conduct UN-mandated peacekeeping missions, with calls for greater efforts with respect to funding and training.
The powerful 15-member council debated a report by a joint UN-African Union panel led by former Italian premier Romano Prodi on how to provide international backing to such AU peacekeeping missions in conflict-wracked Africa.
The AU has been playing an increasingly assertive role to end conflicts in Africa but has been struggling to carry out peacekeeping missions in Sudan's strife-torn Darfur region as well as in Somalia because of lack of funds and adequate equipment.
"Many of the challenges facing the African Union result from the difficulties it faces in securing the necessary resources to support both its deployments and its own long-term development," UN chief Ban Ki-moon told the council during the debate.
On the key issue of financing, the Prodi report recommended that "the establishment of a multi-donor trust fund," based in Addis Ababa, to which all those committed to a peaceful Africa would contribute with financial, human and technical resources.
The council unanimously adopted a non-binding statement drafted by Libya, in its capacity as council chair this month, that underscores "the importance of supporting and improving, in a sustained way, the capacity of the African Union."
The text also directs Ban to submit a report by September 18 "on practical ways to provide effective support for the African Union when it undertakes peacekeeping operations authorized by the United Nations."
And it asks the UN chief "to take into account in his report the lessons-learned from past and current African Union peacekeeping efforts, in particular the United Nations-African Union Mission in Darfur (UNAMID) and the efforts to provide a logistical support package for the African Union Mission in Somalia (AMISOM)."
France, Britain and the United States highlighted their respective efforts to better train and equip AU peacekeepers, particularly a proposed standby force.
US Ambassador to the UN Susan Rice welcomed the suggestion of "a trust-fund mechanism to coordinate donor assistance," as well as the call on the AU to boost "its capacities in the areas of conflict prevention, crisis management, and post-conflict peace building and stabilization."
"The United States encourages donor nations to join in assisting the AU, either through a trust fund or through bilateral programs," she added.
Her French counterpart Jean-Maurice Ripert put the focus on issues of organization and funding.
"The UN must collectively mull ways to improve the effectiveness of peacekeeping operations and articulate in a more efficient way on the ground peacekeeping, peacebuilding and development," Ripert said. "Peacekeeping forces cannot do it all."
Britain's UN Ambassador John Sawers underscored the "need for a shared strategic vision between those involved in the maintenance of peace and security, the need for increased African Union capacity to manage operations at a headquarters level, the need for more effective logistics support and the need for a more coordinated approach to capacity-building."
Meanwhile, South African Foreign Minister Nkosazana Dlamini Zuma lauded the "pivotal role the EU (through its new Africa Peace Facility) is playing in enhancing the early response mechanism of the African-led mediation and peace support operations."
And Ramtane Lamamra, the AU's peace and security commissioner, hailed the creation of a pan-African "peace and security architecture," but cautioned that "much remains to be done to make it fully operational."
He said the Prodi report marked an "important stage" in efforts to beef up the AU's capacity to handle its peace and security challenges."
In its statement, the Security Council however reiterated "its primary responsibility for the maintenance of international peace and security."
