Kenya faults deployment of foreign troops in Somalia

AUTHORITIES in Kenya have faulted the current deployment of peacekeeping troops in the troubled horn of African State of Somalia and stressed that sustainable peace and stability in the country would only be ensured through a national reconciliation process.

Kenyan officials yesterday described the current deployment of foreign troops to Somalia under the auspices of the African Union (AU) as a "stop-gap" measure and observed that lasting peace and stability in the war-torn country would only be possible if the warring factions reconciled.

"The military intervention being carried out by members of the African Union is only a stop-gap measure. Lasting peace in Somalia will only be achieved through genuine reconciliation process," Kenya Foreign Affairs Minister Raphael Tuju said.

Tuju, who is in Djibouti to deliver a special message from President Mwai Kibaki to his Djibouti counterpart, Ismail Omar Guelleh said the planned Somalia Reconciliation Congress scheduled for June should be inclusive "by bringing on board, all warring factions".

"Even if the AU deploys a million soldiers (in Somalia), the move will not bring about lasting peace," a press release from the Kenyan foreign ministry quoted Tuju as insisting.

President Guelleh on his part said his country was committed to the stability and reconstruction of Somalia, and urged IGAD member countries and the 'Contact Group' on Somalia to "move in" and offer immediate humanitarian assistance to the country.

He said Djibouti was currently involved in humanitarian activities in Somalia, where medical and other personnel were involved in an evacuation exercise for those injured in the sporadic fighting in Mogadishu, the country's capital.

"On Sunday, we airlifted 17 victims to Djibouti for treatment, and we shall be going for more before the end of this week," he added.

Guelleh also urged countries that had pledged to send soldiers to Somalia to do so as soon as possible.

Several countries have offered to send troops to Somalia as part of a multi-national AU peace keeping force, but to date, only Uganda has deployed its soldiers in Mogadishu.

"On deployment, the soldiers should immediately embark on recovering firearms from the warring militiamen," Guelleh suggested.

Meanwhile, the Djibouti head of state consoled the Kenyan people following last Saturday's tragic plane crash involving a Kenya airways plane, which crashed on take-off from Douala International Airport in Cameroun. All 114 passengers and crew on board the ill-fated aircraft died.
