Ethiopian Govt to pull forces out of Somalia

ELEANOR HALL: Five months after ousting Islamist forces from neighbouring Somalia, the Ethiopian Government is poised to pull its forces out of the country.

The United States and the African Union have warned that the withdrawal though could be a disaster, particularly if the troops leave before a full peacekeeping force is deployed in the war-torn country.

But as Africa Correspondent Andrew Geoghegan reports, many locals say they'll be glad to see the back of the Ethiopians.

ANDREW GEOGHEGAN: Recent fighting in the Somali capital, Mogadishu, has driven out one third of the city's population.

Those that are left want the world to take note of what's happened to their city.

VOX POP: The world must come here and see what's going on. It is terrible, terrible life what's going, what's happening in Mogadishu that we have noticed.

ANDREW GEOGHEGAN: The United Nations estimates that Mogadishu battles between Ethiopian-backed Somali Government troops and Islamic insurgents have killed more than 1,300 civilians and triggered the world's worst displacement crisis.

Ethiopia helped the Somali Government reclaim Mogadishu last Christmas, when they drove the Union of Islamic Courts out of the city and beyond the borders of the country.

But Islamist rebels remain and Ethiopia has been intent on keeping its troops in Somalia to fight the resistance.

However, Ethiopia's Prime Minister, Meles Zenawi, says the time has now come for his troops to withdraw across the border.

MELES ZENAWI: We are, of course, very eager to withdraw at the earliest possible opportunity. We understand that the circumstances in Mogadishu were such that many African countries felt discouraged to send their peacekeeping troops. I believe things have improved very significantly in Mogadishu, making it possible for peacekeeping troops to do their job.

ANDREW GEOGHEGAN: Most critical of Ethiopia's presence in Somalia has been its neighbour, Eritrea.

Eritrea supported the Islamists in Somalia and claim that they brought peace to a country which has been terrorised by fighting for well over a decade.

Negassi Sengal is Eritrea's Ambassador to the UK.

NEGASSI SENGAL: The last six months were, up to December, up to the intervention, they had a very good relative peace.

ANDREW GEOGHEGAN: The Ambassador says his country has a duty to stand up to Ethiopia and pay back the Somalis for the support they gave to Eritrea during its fight for independence.

Mohamed Gure, the Director of the Somalia Peace Initiative, thinks Eritrea is right to be concerned about Ethiopia's growing influence in the Horn of Africa.

MOHAMED GURE: Ethiopia has invaded Somalia with the consent of the Americans and Ethiopia, the reason Ethiopia has entered Somalia is because Ethiopia itself had its own problems, so it is diversion of attention from what's happening in Ethiopia.

ANDREW GEOGHEGAN: However, Somalia analyst, Dr Ali Abdullahi, argues that Ethiopia needs to retain a presence in Somalia to support the Government and to ensure that the country's notorious warlords don't re-emerge as a force.

ALI ABDULLAHI: If they fail in that then the people will get upset and re-emergence might happen in conflict because what will happen is most of the displaced people will regroup and form their own militias and it's most likely that they'll be able to get guns.

ANDREW GEOGHEGAN: The question is, can a Somali government find peace among a people who only seem to know conflict.
