U.S. envoy to Somalia appointed

U.S. Secretary of State Condoleezza Rice named John Yates on Thursday as a special envoy to Somalia to help the war-torn country overcome a "legacy of violence and disorder."
Yates, a retired official of the State Department and an expert of African issues, will represent the U.S. government with new Somali institutions and with regional and international partners, Rice said in a statement.
"The United States is committed to helping Somalis develop their national institutions and overcome the legacy of violence and disorder of the past," Rice said.
"By supporting the people of Somalia in this effort, we are also contributing to the peace and stability of the Horn of Africa, and to the African continent as a whole," she said.
Somalia, a nation of 10 million people, has been torn apart by warlords and other factions since dictator Mohamed Siad Barre was ousted in 1991. The transitional government created in 2004 has failed to impose any control.
Since Ethiopian-backed transitional government troops seized the capital Mogadishu from Islamist fighters three months ago, the government has moved slowly to fill the security vacuum.
